Dr. Precious Carter
Precious Carter is an HR professional with over 25 years of corporate experience in policy writing and implementation to compliance along with overseeing and managing the typical human resource department functions of recruiting, employee engagement, performance management, compensation and benefits. She is president of Carter Business Solutions and works with the EII Consulting team on special human resources related projects. Previously Precious was Vice President of Human Resources for Hanks, Hanks and Associates, where she initiated multiple programs and implemented policies to grow the company. She is a member of the Society for Human Resource Management (SHRM). In the past, she has partnered with the Small Business Administration to provide training to small businesses to help set up their human resources and accounting departments. Precious has experience providing oversight for all HR functions but has particular expertise in refining the recruitment process, advocating for learning and development, and developing a competitive compensation and benefits package to give clients the edge to attract the ideal employees.
Precious holds a BS in Accounting from Bowie State University (cum laude), an MBA in Human Resource Management from Strayer University (magna cum laude), and a Doctorate in Business Administration from Temple University. Her research focuses on the challenges small businesses face in providing effective human resource solutions for their employees. Following graduation, she published two peer-reviewed articles: “Exploring Differences in In-house Human Resources Versus Outsourced Human Resources in Small Business Employee Samples in Perceived Organizational Support” in the Journal of Behavioral and Applied Management, and “Improving Employee Turnover Intention: Outsourced Human Resources vs. In-house Human Resources” in Engaged Management Review.
She strives to maintain a balanced life by volunteering in her community, supporting her children’s activities, serving in church ministries, and contributing her time to local shelters and other charitable initiatives.
